Romanian Prison Service Delegation Explores Lithuanian Correctional Practices
From 28 to 29 April, a delegation from the Romanian Prison Service visited Lithuania to explore the country’s correctional system.
The visit began at Kaunas Prison, where the Romanian delegation was introduced to a wide array of operational practices, including resocialisation programmes for inmates, prisoner employment organisation, security management systems, and staff working conditions. The group also visited the Kaunas Prison Halfway House in Domeikava, where they explored the Lithuanian network of halfway houses developed in cooperation with Norwegian partners. Discussions focused on the implementation of the dynamic security model and the impact of ongoing project-based activities.
Continuing their tour, the Romanian representatives visited Pravieniškės Prison No. 1, where they had the opportunity to examine the facility’s TOG unit. Operational since 2022, this unit supports individuals at risk of reoffending using a methodology adapted from Norway. The delegation also visited the Employment Centre, the halfway house, and the open-type prison section. Constructive discussions were held on deepening collaboration through the Erasmus+ project and on future possibilities for staff participation in bilateral exchange programmes.
A significant part of the programme was the visit to the Kaunas Unit of the Public Security Service, where the Romanian team was briefed on the unit's role in preventing and managing mass disturbances in correctional facilities and saw a live demonstration of the service’s equipment and capabilities.
The visit concluded with a tour of Marijampolė Prison, where final exchanges of experience and future collaboration opportunities were discussed.
