French Juvenile Justice Delegation Visits the Lithuanian Prison Service to Exchange Professional Experience
On 29 June, the Lithuanian Prison Service welcomed a delegation from the French Judicial Child Protection Service (Protection Judiciaire de la Jeunesse – PJJ), an institution operating under the authority of the French Ministry of Justice. The delegation visited Kaunas Prison as part of a professional exchange aimed at strengthening international cooperation and sharing expertise in the field of juvenile justice and rehabilitation.
The visit provided an opportunity for Lithuanian and French professionals to exchange knowledge on correctional practices, deepen their understanding of each country's juvenile justice system, and discuss approaches to the rehabilitation and reintegration of young people who have come into conflict with the law. Such international exchanges contribute to the continuous development of professional competencies and promote the dissemination of effective practices across Europe.
During the meeting, representatives of the Lithuanian Prison Service presented the organisation and functions of Lithuania's correctional system, highlighting rehabilitation programmes, educational opportunities, resocialisation measures, and interinstitutional cooperation. Particular attention was given to the supervision, education, and social reintegration of juveniles involved in the justice system, as well as to initiatives that support their successful return to society.
The French delegation introduced the principles of France's juvenile justice system, where educational measures are given priority and deprivation of liberty is applied only as a measure of last resort. Participants discussed the role of specialised juvenile judges and courts, community-based supervision, residential care services, and rehabilitation programmes implemented for young people in custodial settings.
The discussions also addressed the importance of individualised support, multidisciplinary cooperation, and evidence-based rehabilitation measures in reducing reoffending and promoting positive social outcomes for young people.
The Lithuanian Prison Service places great importance on international cooperation as a means of strengthening professional expertise, exchanging best practices, and developing innovative approaches to offender rehabilitation. Cooperation with European partners contributes to the continuous improvement of correctional services, supports successful reintegration into society, and enhances public safety.
