Memorandum of Understanding signed during the visit of representatives from the Ukrainian Penitentiary Academy to Lithuania

On 23–25 March 2026, the Lithuanian Prison Service hosted an official delegation from the Ukrainian Penitentiary Academy, marking a significant step in the continued strengthening of bilateral cooperation. The visit underscored both institutions’ commitment to fostering professional dialogue, exchanging expertise, and advancing sustainable, long-term collaboration.

A central highlight of the visit was the signing of a Memorandum of Understanding between the Lithuanian Prison Service and the Ukrainian Penitentiary Academy. This agreement formalizes a shared commitment to deepen institutional cooperation through the exchange of best practices, as well as the organization of joint training programs, expert-level consultations, and academic initiatives.

During the visit, the Ukrainian delegation toured Marijampolė Prison, where they were introduced to the operational framework of the facility. The visit provided comprehensive insights into the institution’s resocialization strategies, guiding principles in working with inmates, and the practical challenges encountered in daily operations. Discussions focused on applicable solutions and the potential adaptation of Lithuanian practices within the Ukrainian correctional system.

Particular emphasis throughout the program was placed on staff training systems, competency development, and modern resocialization approaches. Representatives from Ukraine were briefed on the activities of the Competency Development Department of the Lithuanian Prison Service, including methodologies for professional training, models for enhancing correctional officers’ qualifications, and the implementation of vocational training programs.

Both parties expressed strong interest in maintaining active engagement. Representatives of the Ukrainian Penitentiary Academy are expected to return for further exchanges in the near future, while a delegation from the Lithuanian Prison Service has been invited to Ukraine for an official visit. These forthcoming engagements are anticipated to expand cooperation opportunities and support the consistent implementation of joint initiatives.
