Memorandum of Understanding Signed Between the Lithuanian Prison Service and the General Directorate for the Execution of Sentences in Bulgaria

The Lithuanian Prison Service represented by its Director General Mindaugas Kairys and the General Directorate of Execution of Sentences of the Republic of Bulgaria, represented by Commissioner Nadya Radkovska, Head of Department „International Cooperation and Training of Staff“, have officially signed a Memorandum of Understanding (hereinafter – the Memorandum) aimed at enhancing cooperation between the two institutions.

The Memorandum, signed on 25 March 2025, in Svalbard, Norway, outlines the framework for mutual collaboration between the two parties. This agreement focuses on the exchange of best practices, sharing valuable information, and fostering direct communication between prison staff in both countries. It also establishes a pathway for organizing joint activities, including bilateral study visits, working sessions, conferences, sporting events, vocational training competitions, and other events aimed at strengthening the professional development of prison staff. In addition, the Memorandum paves the way for potential joint projects, with the opportunity to access funding from the European Union when necessary.

The signing of this Memorandum represents another significant step in the Lithuanian Prison Service's ongoing commitment to international cooperation.
