Irish Delegation Launches Expert Mission in Lithuania
The Director General of the Lithuanian Prison Service, Mindaugas Kairys, welcomed a delegation from Ireland as part of the joint project “Enhancing the Competences of Correctional Staff through the Dynamic Security Model”, under the initiative “Guest Experts”.
The Irish mission includes distinguished representatives from the Irish Red Cross and the Irish Prison Service, notably Dr Graham Betts-Symonds, Advisor to the Irish Red Cross Global Community Health Detention Centres, Emmett Conroy, national infection control manager at the Irish Prison Service (IPS) who is also the head of Global Hub for Community Based Health in Detention Portfolio (CBHinD), and Catriona McGrath, Deputy Director of the Irish Education and Training Board.
The visit marks a significant step forward in bilateral cooperation between Lithuania and Ireland, building on previous agreements to share expertise and strengthen the capacity of Lithuanian correctional staff and institutions.
The main purpose of the mission is to present the Community-Based Health Care in Detention (CBHinD) initiative and explore the potential for implementing a pilot project in Lithuania in 2026. This initiative aims to improve health outcomes and promote humane, community-integrated approaches to care within correctional settings.
Throughout the week, the Irish experts will lead training workshops and conduct site visits in Pravieniškės prisons to gain a comprehensive understanding of the Lithuanian correctional system. The delegation is also scheduled to visit Kaunas Prison Halfway House in Domeikava, where they will engage with specialists from the Health Care, Resocialisation Coordination, Security Coordination and Control units, as well as the Competence Development Board.
