Enhancing social dialogue in the correctional system
On 18 April, the Ministry of Justice hosted a meeting with representatives from Lithuanian Prison Service, Lithuanian Probation Service, and trade unions from Lithuania and Norway to summarise the key aspects of the negotiations on the collective agreement in the correctional system sector.
As part of the Norwegian Financial Mechanism project, one project activity focuses on increasing cooperation with social partners. Throughout this period, meetings were organised with social partners in both Lithuania and Norway. The enforcement officers federation of Lithuania (LTPF) has expressed its intention to start negotiations on a new collective agreement for the correctional system sector. The discussion highlighted the need for a broader range of trade unions representing the staff of Lithuanian Prison Service to participate in the negotiation process. Furthermore, at the meeting, the good practice of the Norwegian partners was discussed, where benefits agreed upon in the sectoral collective agreement would apply to all employees, not just members of the participating trade unions.
We would like to thank Mr Rokas Uscila, Deputy Minister of the Ministry of Justice; Ms Loreta Soščekienė, Chairperson of the LTPF; Ms Kristina Krupavičienė, Chairperson of the Lithuanian trade union “Solidarumas”; Mr Vitalijus Jagminas, Chairperson of trade union for pre-trial investigation institutions of Vilnius County, Ms Vita Subačiūtė, Chairperson of trade union “Solidarumas” for medical staff in prisons; Ms Genovaitė Mackevičienė, Chairperson of trade Union for Kaunas County police and other law enforcement staff; our Norwegian partners and all others who took part in the meeting and actively discussed how to improve social dialogue in the correctional system.
Lithuanian Prison Service implements the Project Development of Quality Based Lithuanian Correctional Service System (PDP 3) under the EEA and Norwegian Financial Mechanisms programme Justice and Home Affairs 2014-2021.
