Director General of the Lithuanian Prison Service Attends Middle Europe Corrections Roundtable in Prague

Mindaugas Kairys, Director General of the Lithuanian Prison Service, participated in the 21st meeting of the Middle Europe Corrections Roundtable (MECR), held this year in Prague, Czech Republic.

Lithuania has been an active member of the MECR since 2009. Its continued engagement in the forum reflects the country’s strong commitment to international cooperation and the ongoing modernisation of its justice and correctional systems.

At the closed-door sessions, each country shared the most pressing challenges facing their national prison systems. These candid discussions provided a valuable platform for Lithuania to present current issues within its prisons while gaining insights and potential solutions from partners with shared experiences. Lithuania also highlighted its ongoing innovations, including the implementation of the Dynamic Security Model and expanded prisoner employment programmes. These initiatives sparked positive feedback and constructive recommendations from participating countries, helping further strengthen Lithuania’s efforts toward a more modern and rehabilitative prison service.

Additionally, the roundtable facilitated discussions on staff exchange programmes and joint project opportunities. As part of staff exchange programme, Lithuanian correctional officers will soon travel to Austria to engage in professional exchange and learn from Austrian best practices in prison management.

The MECR meeting in Prague hosted representatives from 10 countries: Austria, Croatia, Czech Republic, Hungary, Italy, Lithuania, Poland, Slovakia, Slovenia, and Switzerland. The next MECR meeting is scheduled to take place in Poland in 2026.
