Building Networks to Support the Successful Resocialization of Inmates and Strengthen Public Trust
On 28 May 2026, the Lithuanian Prison Service organized a workshop in Kaunas entitled “The Halfway House Model: Advantages and Disadvantages, Resocialization Measures, and Organization of Employment” as part of Project No. LTPL00388, “Networking towards Successful Resocialisation of Convicts and Uniting Society for Common Trust,” implemented under the Interreg VI-A Lithuania–Poland Cooperation Programme.
The project aims to strengthen the resocialization of convicted persons and individuals on parole in the Lithuanian–Polish border region by enhancing interinstitutional cooperation, increasing community involvement, and fostering public trust.
The workshop brought together representatives from Lithuanian and Polish institutions, including the Lithuanian Prison Service, the Lithuanian Probation Service, the Regional Inspectorate of the Polish Prison Service in Olsztyn, as well as representatives from the Kaunas City Municipality, Kaunas District Municipality, social service centres, and Caritas of the Archdiocese of Kaunas.
During the event, participants were introduced to the development and implementation of the halfway house model in Lithuania. Discussions focused on interinstitutional cooperation in the reintegration of convicted persons, practical approaches to employment organization, and measures supporting successful social integration. Participants emphasized the importance of coordinated efforts among institutions in ensuring a smooth reintegration process, reducing reoffending, and strengthening public safety.
The workshop also explored international practices, highlighting the experiences of Singapore and Finland in operating halfway houses and supporting the social integration of convicted persons. These examples provided valuable insights into effective reintegration models and community-based approaches.
Through discussions and group work sessions, participants analysed the advantages and challenges of the halfway house model and examined arguments supporting its further development and expansion.
Additional workshops addressing similar topics are planned to take place in Marijampolė later this year, continuing efforts to strengthen cross-border cooperation and improve resocialization outcomes.
