A delegation from the Lithuanian Prison Service visited Liepāja Prison in Latvia

On 27 April, a delegation from the Lithuanian Prison Service visited Liepāja Prison in Latvia. The visit aimed to examine contemporary infrastructure and security solutions and to further strengthen cooperation among correctional authorities in the Baltic region.

Latvia and Estonia are steadily implementing modern approaches that contribute to a consistently high regional standard in the prison system. These developments are driven not only by infrastructure upgrades but also by advancements in security management, improvements in staff working conditions, and a strong emphasis on the protection of human rights.

Modern correctional facilities increasingly integrate technological and engineering solutions. These innovations reduce reliance on physical patrols, allow for the gradual replacement of outdated perimeter control methods, and support the development of proactive, intelligence-based security systems. Such environments contribute to lowering levels of violence, limiting informal inmate hierarchies, and preventing new criminal activity within facilities.

The visit also highlighted the importance of institutional cooperation. Continuous dialogue among the prison services of Lithuania, Latvia, and Estonia enables the exchange of best practices, the implementation of effective solutions, and the strengthening of mutual trust. This cooperation provides a solid basis for long-term partnership and the development of joint regional initiatives.
