Lithuanian Prison Service develops cooperation with social partners
On 27 March, Lithuanian Prison Service formalized the cooperation agreements with three non-governmental organizations (NGOs) at the Halfway House of Kaunas Prison. These partnerships aim to facilitate the successful reintegration of inmates into society.
The Public Institution "Prirašytos rankos", Caritas of Kaunas Archdiocese and the Lithuanian Red Cross Society have committed to offering complimentary group activities, social counselling, and employment support to inmates. Additionally, these organizations will work to foster a more positive public perception of individuals who have experienced incarceration. The NGOs were selected following a public call by Lithuanian Prison Service for free-of-charge services in halfway houses. Proposals for inmate activities were assessed by a specialized working group of resocialization experts set up by Lithuanian Prison Service.
Mr Virginijus Kulikauskas, Director General of Lithuanian Prison Service, expressed appreciation for the NGOs' involvement: “NGOs play a vital role in supporting inmates, particularly in employment opportunities. Your presence not only alleviates stress within the prison environment but also brings significant benefits through meaningful engagement with our clients. We are confident in the value of this collaboration and the expertise you bring".
The agreement was signed by Ms Ieva Mackutė of the NGO "Prirašytos rankos", Ms Ingrida Tauperytė, representing the Red Cross Society Network, Mr Arūnas Kučikas, Head of Caritas of Kaunas Archdiocese, and Mr V. Kulikauskas, Director General of Lithuanian Prison Service.
Emphasizing the importance of NGO support, it is acknowledged that the sector plays a pivotal role in aiding inmates' gradual reintegration into society. The willingness of inmates to engage with and trust the professional assistance provided by these organizations significantly contributes to their successful transition. We commend the proactive initiatives and dedication of our social partners in assisting individuals who have been incarcerated and anticipate a succesful collaboration ahead.
Currently, Lithuania hosts eight halfway houses located in Vilnius, Marijampolė, Pravieniškės, Šiauliai, Tauragė, Alytus, Panevėžys, and Kaunas (Domeikava). Approximately 160 individuals across these facilities, including 10 in Kaunas, are preparing for reintegration into society. Notably, over 90% of residents in halfway houses are employed, while others are actively seeking employment or pursuing educational opportunities.
